
Early Intervention and Prevention
Early Intervention and Prevention (EIP) is a significant vehicle that supports the Children and Young Peoples Trust implement key requirements of the Children Act 2004 and the Every Child Matters national programme. The framework is integral to the Children and Young People’s Plan and supports the implementation of its vision, key values and priorities.
The Framework was developed in consultation with Trust partner agencies from senior managers to frontline staff and was informed by best practice from other authorities. It sets out the delivery of services through three Children and Young People’s Early Intervention and Prevention areas, which correspond to the Children and Young People’s Trust local partnership boards.
The Children and Young People’s Trust Board agreed the Framework in Summer 2007 and has given responsibility to the Local Delivery Board, which has representatives from a range of agencies and services, to direct and deliver the programme, reporting back to the Trust Board at key milestones and decision points.
The three local areas link together Children’s Centres, Extended Services, schools, health and other services that support children and young people 0 -19 or 24 if they are looked after or have a special need or disability. We are working towards multi-agency EIP teams that focus on early intervention, with aligned specialist support services. The EIP approach is underpinned by common integrated processes such as the Common Assessment Framework (CAF) and Lead Professional (LP) and will offer early accessible support, shifting the balance away from specialist services towards universal and targeted services, early intervention and prevention. The Early Intervention and Prevention framework is also the vehicle for delivering Targeted Youth Support ensuring that young people 13-19 have their needs met in a timely and integrated way.

Extended Services
By 2010, all children should have access to the core offer of extended services in or through their school. The four areas of the core offer are:
- Quality Childcare and a Varied Menu of Activities
- Parenting Support
- Swift & Easy Access
- Community Access

Children's Centres
Children's Centres are being established in many areas across Buckinghamshire.
A Children's Centre can offer the following services for children under five and their families, however not all centres will be delivering all of these services:
- Education and Childcare
- Family Support and Outreach work
- Child and Family Health Services
- Links to Jobcentres and Training Providers

Integrated Processes
These are the shared processes which all services/agencies will use to identify children and young people who have additional needs and who need support.
Meeting needs early is part of the prevention and early intervention strategy and ensures that vulnerability does not escalate into long term need for higher level services.

Voluntary and Community
Voluntary and community organisations play an important role in supporting the Every Child Matters outcomes and in helping to deliver the Children and Young People’s Plan. In Buckinghamshire the delivery mechanism for prevention and early intervention is the Local Delivery Framework.
